Join employers, workforce professionals, educators, economic development leaders, nonprofit organizations, government agencies, and community partners for Talent Flow 2026, an action-oriented workforce summit designed to strengthen York County's talent pipeline through employer-led collaboration.

This year's summit introduces the U.S. Chamber of Commerce Foundation's Talent Pipeline Management® (TPM) framework—a nationally recognized approach that empowers employers to define workforce needs, organize around shared challenges, and build sustainable talent solutions with the partners who support them. The event will feature collaborative sessions focused on four industries critical to York County's economy: Manufacturing, Distribution, & Logistics, Healthcare, Hospitality, and Small Business.

Together, participants will:

• Explore the Talent Pipeline Management® framework and how it strengthens workforce partnerships.
• Identify common talent challenges facing York County's priority industries.
• Connect employers with organizations that can help address workforce needs.
• Begin building sector partnerships that create stronger, more sustainable talent pipelines.
• Lay the foundation for long-term collaboration that supports business growth and regional economic success.

Building a stronger workforce isn't the responsibility of one organization, it's the work of an entire community. Talent Flow 2026 brings together the partners who make that possible.

Jaimie M. Francis is Vice President of Policy and Programs at the U.S. Chamber of Commerce Foundation.

Francis develops and oversees the U.S. Chamber Foundation's programs for workforce development. She manages its Talent Pipeline Management® (TPM) initiative and its 1,600+ member National Learning Network of TPM practitioners and partners. Francis is a faculty member for the TPM Academy®, a training for state and local chamber, business association, and economic development agency leaders, as well as employers, to learn the TPM approach to drive partnerships with their education and training providers based on industry need.

Earlier in her career, Francis worked for the Division of Student and Academic Support Services at The George Washington University in Washington, D.C. She began her career as an admissions counselor for her undergraduate alma mater, Davidson College in Davidson, North Carolina, where she received her Bachelor of Arts in sociology. She received her Master of Arts in Higher Education Administration from The George Washington University’s Graduate School of Education and Human Development.
